Meet the Staff

Meet the BCRAGD staff. Working hard to protect the natural resources for Bandera County and the State of Texas.

Dave Mauk - General Manager

Dave Mauk is the General Manager of the Bandera County River Authority and Groundwater District. He has been with the District since 2009 and is a Bandera County Resident. Dave is a passionate steward of the natural resources for the State of Texas. He serves on several regional water planning groups including, but not limited to: Groundwater Management Area 9, Region J Plateau Planning Group, San Antonio River Basin Regional Flood Planning Group, and is a liaison to the Nueces River Basin Flood Planning Group. Dave is also a board member for the Medina River Protection Fund.
Prior to his tenure at the District, Mr. Mauk worked as a Bail Bondsmen and Professional Bounty Hunter for 14 years in Baltimore City, MD. He also served as a Paratrooper in the Army Reserves and Army National Guard.
In 2003, he escaped from the East Coast and moved to the Texas Hill Country. In 2006 he earned a Bachelor of Science in Chemistry from Schreiner University in Kerrville, Texas.

Larry Thomas, CFM - Flood Science Manager

Larry joined the BCRAGD team in the summer of 2017 following a 35+ year career with the United States Geological Survey, Dept. of the Interior. As the Natural Resource Specialist, and Certified Floodplain Manager for BCRAGD, Larry is primarily responsible for supporting the implementation of the district’s surface water quality, natural resources, and monitoring programs. He is also the team leader for all rainfall monitoring and related programs. Larry maintains collaborative efforts and is the liaison for BCRAGD, TWDB, and USGS as the Flood Early Warning System project manager for the Medina and Sabinal Rivers in Bandera County. Larry also holds a voting member position on the Nueces River Authority Board, representing Region 13 flood districts and as an expert member of the Region 13 flood planning group sub-committee. Larry is considered a professional in Hydrologic Resources, flood flows, fluvial sediments, stream channel geomorphology, borehole geophysics, and monitoring well drilling. Larry has vast experience with specialized scientific investigations, ranging from Groundwater / Surface water interactions, isokinetic sedimentology, National programs including acid-rain precipitation studies and Authored and Co-Authored many Scientific Investigations Reports, including USGS annual data reports.

Corrina Fox - Education & Outreach Manager

Corrina Fox joined BCRAGD February 2018. She comes to the district with a decade of teaching experience in multiple science disciplines. Her experience includes curriculum development and alignment, environmental compliance, and coordination of outreach programs. She holds degrees in Biology and Biochemistry. Her responsibilities with the district include the development and implementation of Water and Natural Resource conservation awareness programs for community members of all ages. She is the district’s liaison for cooperative efforts regarding conservation with other local, regional, and state agencies. She also works with the Education and Outreach team to identify and produce informative, relevant Social Media content.

Charley Curd, MPH - Education and Outreach Coordinator

Charley joined the BCRAGD team in July of 2018 as the Office Coordinator and transitioned to our Education and Outreach Coordinator in September of 2021. In her capacity for the District, Charley works with the Education and Outreach Manager to provide water and natural resource conservation and awareness programs for the public. She works as a liaison for cooperative efforts regarding conservation with other local, regional, and state agencies. Charley develops, creates, and disseminates educational and promotional content for the districts outreach via social media platforms that aligns with the districts management goals.
Charley received her Master’s in Public Health Degree from Baylor University in 2021. She also earned her Bachelor of Science in Biology, with a minor in Medical Humanities in 2017.

Clinton Carter, PSM - Watershed Ecologist | Field Operations Manager

As the District’s Watershed Ecologist, Clint leads efforts to study, monitor, and protect the ecological health of surface water and groundwater resources within the Upper Medina and Upper Sabinal River Watersheds. His work focuses on water quality monitoring programs, invasive species management, and watershed restoration projects that promote long-term ecosystem resiliency.

In his role as Field Operations Manager, Clint coordinates with District departments and other agencies to plan and implement field activities and to ensure projects are carried out to strict QA/QC standards. He integrates watershed science and GIS with field operations to guide monitoring strategies, ecological data collection, and applied management practices that advance the District’s mission to safeguard water resources.

Clint joined the BCRAGD team in October 2018. He graduated from Texas State University in 2016 with a B.S. in Geography Resource and Environmental Studies and earned a Professional Science Master’s degree (PSM) in Environmental Sustainability & Natural Resource Management from Texas Tech University in 2022.

Hayli Hernandez - Intergovernmental Affairs Manager

Hayli joined the District in January of 2019 as Intergovernmental Affairs. She Graduated from Schreiner University with a Bachelor of Arts in Political Science in May 2017. Prior to joining the district, Hayli previously worked as a Legal Assistant in multiple fields.
As Intergovernmental Affairs she serves as the District’s Election Coordinator, and works closely with the General Manger to assist with legislative sessions, interim changes and policy issues. She is tasked with the preparation of proposals and grant applications; including research, development and response to public and private grant opportunities to further District programs. Intergovernmental Affairs assists the General Manager in documenting management goals and standards in order to achieve the adopted Desired Future Condition, as well as implement strategies for Regional Water Management Plans. She also assists the Education and Community Outreach Coordinator with any interactions with stakeholder groups, committees, government agencies, Universities, and nonprofit organizations. Additionally, she is tasked with Public Relations responsibilities, including, but not limited to, social media, press releases and public service announcements.

Shelby Sckittone - Natural Resource Specialist

Shelby joined the BCRAGD team in September 2021, after interning at the district for three months. Prior to her internship and job offer, she attended the University of Texas at San Antonio where she graduated with a bachelor’s degree in Geology. In addition, she also writes the monthly bulletin for the South Texas Geological Society. Shelby plans to use her degree to assist the team in collecting groundwater and surface water data. Her responsibilities as a Natural Resource Specialist include participating in TCEQ’s Clean Rivers Program, the District’s In-House Water Quality Monitoring, Healthy Creeks Initiative, Monitor Well data and sample collections, invasive species ecological assessments, groundwater sample collection, well inspections and lab analyses.

Luke Whitmire, PhD - Assistant General Manager

Luke joined the District in August of 2021 as our Surface Water Science Manager. Prior to joining the District Luke worked as Chief Science Officer for both US based and international companies. His work led to first of its kind FDA clearance for epilepsy monitoring devices and multiple patents for neurological devices. Before his time as a neuroscientist, Luke spent ten years as a nurse. He graduated from Schreiner University with B.S. in Biochemistry in 2007 and then continued to the University of Texas Health Science Center where he earned a PhD in Physiology in 2014.

Diane Irvin - Executive Assistant & Office Manager

The Executive Assistant & Office Manager is under the direction of the General Manager and is primarily responsible for supporting the General Manager in implementing all District Policies and programs, ensuring office operations are conducted efficiently, successfully implementing financial and human resources operations properly and in accordance with District, Federal, and State rules, policies, and regulations. Job duties include office procurement, citizen assistance, front desk operations, serving as the District’s Public Information Request Coordinator, coordination of office coverage, completion of well registrations, and assisting in developing office policies and procedures for improved workflow. Additionally, the completion of the annual Financial Audits and reports, execution of all standard operating procedures related to accounts payable and receivable, securing and maintaining all financial and personnel records, implementing Human Resource policies, and disseminating training of district staff during new hire onboarding and throughout the year.

Doug Schnoebelen, PhD – Hydrologist

Doug Schnoebelen joined the Bandera County River Authority and Groundwater District (BCRAGD) in March 2025, bringing with him 29 years of experience in water resources with the U.S. Geological Survey (USGS). Over the course of his career, Doug has held various roles at the USGS, including hydrologist, research hydrologist, water quality specialist, and supervisor. He began his career in the Midwest at the Indiana and Iowa USGS Water Science Centers and spent the last 9 years of his tenure as the supervisor of the USGS San Antonio, TX office.

Throughout his career, Doug has worked on a wide range of projects related to
groundwater, water quality, surface water, flooding, and sensor networks. He has also served as a researcher, teacher, and director of the Mississippi River Research Center at the University of Iowa for 8 years. 

Doug holds a Bachelor of Science degree from the University of Iowa, a Master of Science from the University of Tennessee, and a PhD in Geosciences from Indiana University. At BCRAGD, he contributes his expertise to research, field studies, education, grants, and intergovernmental relations.
