As the District’s Watershed Ecologist, Clint leads efforts to study, monitor, and protect the ecological health of surface water and groundwater resources within the Upper Medina and Upper Sabinal River Watersheds. His work focuses on water quality monitoring programs, invasive species management, and watershed restoration projects that promote long-term ecosystem resiliency.
In his role as Field Operations Manager, Clint coordinates with District departments and other agencies to plan and implement field activities and to ensure projects are carried out to strict QA/QC standards. He integrates watershed science and GIS with field operations to guide monitoring strategies, ecological data collection, and applied management practices that advance the District’s mission to safeguard water resources.
Clint joined the BCRAGD team in October 2018. He graduated from Texas State University in 2016 with a B.S. in Geography Resource and Environmental Studies and earned a Professional Science Master’s degree (PSM) in Environmental Sustainability & Natural Resource Management from Texas Tech University in 2022.

Shelby joined the BCRAGD team in September 2021, after interning at the district for three months. Prior to her internship and job offer, she attended the University of Texas at San Antonio where she graduated with a bachelor’s degree in Geology. In addition, she also writes the monthly bulletin for the South Texas Geological Society. Shelby plans to use her degree to assist the team in collecting groundwater and surface water data. Her responsibilities as a Natural Resource Specialist include participating in TCEQ’s Clean Rivers Program, the District’s In-House Water Quality Monitoring, Healthy Creeks Initiative, Monitor Well data and sample collections, invasive species ecological assessments, groundwater sample collection, well inspections and lab analyses.

Doug Schnoebelen joined the Bandera County River Authority and Groundwater District (BCRAGD) in March 2025, bringing with him 29 years of experience in water resources with the U.S. Geological Survey (USGS). Over the course of his career, Doug has held various roles at the USGS, including hydrologist, research hydrologist, water quality specialist, and supervisor. He began his career in the Midwest at the Indiana and Iowa USGS Water Science Centers and spent the last 9 years of his tenure as the supervisor of the USGS San Antonio, TX office.
Throughout his career, Doug has worked on a wide range of projects related to
groundwater, water quality, surface water, flooding, and sensor networks. He has also served as a researcher, teacher, and director of the Mississippi River Research Center at the University of Iowa for 8 years.
Doug holds a Bachelor of Science degree from the University of Iowa, a Master of Science from the University of Tennessee, and a PhD in Geosciences from Indiana University. At BCRAGD, he contributes his expertise to research, field studies, education, grants, and intergovernmental relations.
